AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator
AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just over a week before national elections.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the user’s question or command, the regulator noted in a report published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the stances of these parties, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the PVV.
The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
